Steel Buildings in Balzac

Balzac is an unincorporated community and business area in Rocky View County, between Calgary and Airdrie on Highway 2, so permits for a building here come from Rocky View County.

The County names Balzac, with Conrich and Janet, as one of its logistics clusters, and the land on either side of Highway 2 is planned by two area structure plans: Balzac East (Bylaw C-5177-2000) and Balzac West (Bylaw C-6433-2007). The Balzac East plan puts its two business areas beside Highway 2 and south of Highway 566, inside the Calgary International Airport Vicinity Protection Area, and the South Business Area near Township Road 260 can use the rail spur line for more industrial uses. For a steel building the Balzac East plan's design rules are what stand out. Business parks near Highway 2 or Highway 566 must landscape at least 25 per cent of their land, with at least 10 per cent of each lot; business development near those highways outside a park needs 15 per cent of the lot. Outside storage goes to the side or rear and must be screened from Highway 2, lighting must be shielded to protect the airport and the highways, and building design next to Highway 2 or Nose Creek must consider its visual impact on the corridor. Industrial districts in the County bylaw allow buildings up to 20 metres high, which leaves room for overhead cranes.

Permits and land use in Balzac

Development permit

Rocky View County Planning and Development (Development Authority)

Rocky View County is the development authority. New commercial and industrial buildings need a development permit, filed with the County's New Commercial, Office, Industrial & Institutional checklist (updated October 2026), which asks for geodetic elevations at building corners, main floor and roof peak, floodway and flood-fringe areas, a Landscape Plan, and supporting lot grading, site lighting and stormwater plans. In the Balzac East ASP area, a Landscape Plan and a Signage Plan are submitted with the development permit application, and in the North Business Area a lighting plan, a signage plan and an architectural control plan must be prepared before development permit approval for structures.

Building permit

Rocky View County Building Services

Rocky View County Building Services issues building permits for Balzac through myBuild. A permit is required for any building over 10 m² and for any change of use. Issuance can take up to 25 days once the administrative review is complete, and a foundation permit can be requested so excavation starts during review. The County's submission guidance lists structural documentation without professional authentication as a common cause of delay.

Land use

Rocky View County Planning and Development (Development Authority)

The County's industrial districts are I-LHT (Industrial, Light) and I-HVY (Industrial, Heavy). Both have a 1.0 ha minimum parcel and a 20.0 m maximum building height. I-LHT setbacks are 6.0 m for buildings; I-HVY setbacks are 15.0 m. Parking and storage keep 15.0 m from a highway or County road in both. Each requires at least 10 per cent of the land to be landscaped; I-LHT puts storage to the rear and side of the principal building, and I-HVY requires storage to be screened from public rights-of-way and adjacent parcels. Some Balzac lands are under Direct Control districts with their own rules.

Servicing

Rocky View County Planning and Development (Development Authority)

The Balzac East ASP requires a Storm Water Management Plan where the County asks for one, and for business parks and business uses potable water shall not be used for outside irrigation: landscaping may only be irrigated with retained stormwater or off-site, non-County potable water.

Built for Chinooks, snow drift and hail

Snow and drift

The building code's 1-in-50-year ground snow load for Airdrie is 1.2 kPa, plus 0.1 kPa rain-on-snow. Balzac isn't listed in the code's climate table; Airdrie is the nearest listed location, about 9 km away, and your permit authority sets the value for your exact site. The roof load your steel building is designed for starts there and goes up where snow drifts: against a taller wall, behind a parapet, or where a lean-to steps down from the main roof.

Chinook wind

The 1-in-50-year design wind pressure for Airdrie is 0.46 kPa, about 96 km/h sustained over an hour. Gusts run higher, which is why large doors, end walls and anchor bolts are designed for the site's exposure, not a catalogue default.

Hail

Southern Alberta sees some of Canada's most damaging hail. Ask for wall and roof panels carrying a UL 2218 Class 4 impact rating in the manufacturer's listing, and check the paint system's warranty terms for hail.

Building in Balzac: questions

What permits does an industrial building in Balzac need?

A development permit from Rocky View County first, then a County building permit, plus electrical, gas and plumbing subtrade permits. The development permit application follows the County's commercial and industrial checklist, and in the Balzac East plan area it must include a Landscape Plan and a Signage Plan. If the site is within 300 metres of Highway 2 or Highway 566, or 800 metres of a highway intersection, a provincial roadside development permit is also required.

Which design loads apply to a Balzac warehouse?

Balzac has no entry of its own in the code's climatic table. The nearest listed location is Airdrie, about 9 km north, which is what this page shows; for an unlisted place the code leaves the value for your site to the permit authority, so the manufacturer's P.Eng. confirms it on the stamped drawings. On a large flat warehouse roof, drifting at parapets, roof steps and beside rooftop units often governs more than the base snow value. Crane loads are added separately once the crane capacity and span are set.

What should I know about a Balzac site before design?

Check whether the parcel is in an industrial district or a Direct Control district, because the rules differ. In I-LHT a building needs 6 metres of setback, in I-HVY 15 metres, and parking or storage stays 15 metres from a highway or County road. The County's checklist asks for geodetic elevations and contours at 0.5-metre intervals, so a topographic survey is an early task. Parcels near Nose Creek should be checked for flood hazard areas.

How long does a Balzac industrial project take to permit?

The County must decide a development permit within 40 days of accepting the application as complete, and a permit takes effect 21 days after public notice unless appealed. Building permit issuance can take up to 25 days after administrative review, and a foundation permit lets excavation start earlier. Industrial buildings are usually erected or delivered turnkey because crane runway alignment and anchor bolt placement must be exact.
