Agricultural Steel Buildings in Rocky View County

Rocky View County still issues a permit for a farm building: a Farm Building Exemption, which holds only while the building serves the farm.

On agricultural land in Rocky View County a steel machine shed, hay storage building or livestock barn takes a different path from an acreage shop. The County's building permit for it is called a Farm Building Exemption permit, and the owner signs a Declaration of Use confirming that the building is low human occupancy, fewer than one person per 40 m², and is used only for an agricultural operation. If the building will also serve personal use, such as storing a boat or hosting a hobby workshop, the exemption is lost and a full building permit is needed. On the planning side, the Land Use Bylaw permits accessory buildings up to 930 m², about 10,010 sq ft, in the Agricultural, General and Agricultural, Small Parcel districts, and sets no height limit for buildings other than dwellings. That covers a 60x100 or a 100x100 without a development permit, provided it meets setbacks. A building larger than 930 m², or one inside a setback, needs a development permit. Metal grain bins and three-sided stock shelters under 300 sq ft need no development permit, but they must stay 30 metres from a corner formed by two roads. Subtrade work is never covered by the farm exemption: electrical, gas and plumbing permits are separate.

Agricultural Steel Buildings: the rules in Rocky View County

Rocky View County Building Services

Farm buildings need a Farm Building Exemption permit. The building must be on agricultural land and used for agricultural operations; if it is also for personal use, a building permit is required instead. Subtrade permits are separate and must be submitted with the application. A development permit is also needed if the building is in a required setback or does not conform to the Land Use Bylaw.

Table 2: placement of metal grain bins and three-sided stock shelters under 27.87 m² (300 sq ft) on an Agricultural District parcel needs no development permit, but none may be placed within 30.00 m (98.42 ft) of a corner of the site formed by two intersecting roads. On A-GEN and A-SML parcels under 4.0 ha, the R-RUR district's uses apply instead.

Red iron or light-gauge steel?

Most commercial, agricultural and large acreage buildings use rigid-frame "red iron" primary steel. Light-gauge cold-formed frames suit smaller garages and storage. This is how the two differ.

Attribute Rigid-frame red iron Light-gauge cold-formed
Primary frame Hot-rolled or built-up (welded plate) rigid frames, usually tapered, bolted at the haunch and ridge Cold-formed C-sections, screwed or bolted, used as both frame and secondary members
Secondary framing Cold-formed Z-purlins and girts spanning between frames The same cold-formed members, at closer spacing
Clear span Wide clear spans with no interior columns; modular columns optional for very wide buildings Shorter clear spans; wider buildings need interior posts
Frame spacing (bays) Wider bays, set by the manufacturer for the loads at your site Closer frame spacing
Overhead crane Frames and columns can be designed from the start to carry crane runway beams and brackets Not a crane structure
Doors and openings Large overhead and sliding doors framed between columns without losing the clear span Door sizes limited by frame spacing
Typical use Commercial, industrial, agricultural and large acreage shops Garages, small shops and storage
Drawings for the permit Stamped by an Alberta-registered P.Eng. retained by the manufacturer, for your site loads Varies by supplier; confirm stamped drawings before you buy

Built for Chinooks, snow drift and hail

Snow and drift

The building code's 1-in-50-year ground snow load for Calgary is 1.1 kPa, plus 0.1 kPa rain-on-snow. Rocky View County isn't listed in the code's climate table; Calgary is the nearest listed location, about 14 km away, and your permit authority sets the value for your exact site. The roof load your agricultural steel buildings is designed for starts there and goes up where snow drifts: against a taller wall, behind a parapet, or where a lean-to steps down from the main roof.

Chinook wind

The 1-in-50-year design wind pressure for Calgary is 0.48 kPa, about 98 km/h sustained over an hour. Gusts run higher, which is why large doors, end walls and anchor bolts are designed for the site's exposure, not a catalogue default.

Hail

Southern Alberta sees some of Canada's most damaging hail. Ask for wall and roof panels carrying a UL 2218 Class 4 impact rating in the manufacturer's listing, and check the paint system's warranty terms for hail.

Site and foundation in Rocky View County

Confirm the parcel is in an Agricultural district and at least 4.0 hectares: below that, the bylaw applies the Residential, Rural district's uses, which bring the 190 m² permitted size and 7-metre height cap. The County's checklist wants floor plans that label each area and its use, so mark the machinery bays, feed storage and any livestock areas clearly; a workshop or office corner can raise questions about the farm exemption. Keep the building outside the 45-metre County road setback and the 60-metre highway setback, and well clear of road-corner sight lines. On long sidewall buildings, plan drainage away from feed and equipment doors, and keep grade changes within 1 metre unless you apply for a development permit. If a well, dugout or slough is nearby, show it on the site plan.

Common clear-span sizes

60x100 6,000 sq ft Contractor yard building, machine storage, small warehouse red iron

Every size is a starting point. Width, length, eave height and frame spacing are set to your use and your site.

Agricultural Steel Buildings in Rocky View County: questions

Does a farm building in Rocky View County need a building permit?

It needs a permit, but a specific one: the Farm Building Exemption permit. You submit the application, a checklist, a site plan and floor plans showing square footage and use, and sign a Declaration of Use confirming low human occupancy and farm use. Subtrade permits go in at the same time. If the building is later used for something else, a building permit and possibly a development permit are needed first.

Can my farm shop include a heated workshop?

A heated bay for maintaining farm machinery fits the farm-building definition, since storing and maintaining machinery used in the farm operation is listed. Plumbing, gas heat and wiring each need their own subtrade permit. Once the space serves personal or business use rather than the farm, the County says the farm exemption no longer applies and a building permit is required.

What happens if I sell the land?

The Farm Building Exemption form has the owner certify that, on sale of the land, they will try to inform the buyer that the building may only be used as a farm building. A new owner who wants a different use needs a building permit, and possibly a development permit, before changing it. That is worth weighing if the parcel may be subdivided or sold as an acreage later.

Do I need a development permit for a big machine shed?

Only if it goes over 930 m², about 10,010 sq ft, on A-GEN or A-SML land, or needs a setback or other variance. Under that size and outside the setbacks, the County's bylaw treats it as a permitted accessory building with no development permit. There is no height limit for non-dwelling buildings in these districts, which suits tall doors for combines and sprayers.
